The party increased their councillor numbers by 20 and jumped back into second place in Scotland ahead of the Tories.
Sir Keir Starmer said the result had been “shattering” for the Conservatives.
Candidates for the anti-Islam party For Britain received as few as 11 votes in some places, while Britain First and British Democrats failed to win any seats.
However, at 35 per cent, Labour's estimate simply matches that for the party in 2018, which was Jeremy Corbyn's best set of local elections.
