It comes as four Tory MPs went public with resignation demands since the Sue Gray report, with one saying he "cannot and will not defend the indefensible”.
The PM says he is confident he has enough support within his party.
"In the old days 'taking personal responsibility' was almost a synonym for 'I am about to resign'. Well, I don't know what it means now."
The UK's two biggest newspapers by circulation tell Brits: "The Partygate is over".
"That's the elitist culture Boris Johnson is responsible for," wrote Zarah Sultana MP.
"She is very good, so naturally he despises her", Ian Dunt pointed out.
The prime minister is expected to tell the Commons that he accepts "full responsibility" for his failings and is "humbled by the whole experience".
