Aviation bosses have complained that the number of prospective European employees has plunged since Brexit, exacerbating recruitment problems.
He then blamed the aviation industry for any issues, when they have said the government have caused the problems.
The new recommendations take effect on May 16th but rules may still vary by airline if they fly to or from destinations where the rules are different.
