Sultana is one of three MPs who remain suspended by Labour after voting against the government last summer.
He said banning all sales "would be the wrong position for this government and I will not take it" in response to a question from Zarah Sultana.
Zarah Sultana was one of seven Labour MPs stripped of the whip for backing an SNP motion to axe the two-child benefit cap.
It comes as over half a million people sign up to the Enough is Enough campaign to redress the cost of living crisis.
The campaign is calling for a real pay rise, reduced energy bills, an end to food poverty and decent homes for all.
