Nadhim Zahawi and Suella Braverman also appear on the brink of failing to hit the 30 votes from MPs needed to advance.
Sir Graham Brady has announced the eight contenders who will be on the ballot paper when Tory MPs begin voting on Wednesday.
The two clear frontrunners in the Tory Leadership race have been established.
