The prime minister is planning a bigger reshuffle in the summer as he looks to shore up his position, reports suggest.
Labour said Spencer's appointment to a position overseeing parliamentary standards was "inappropriate".
"I think Boris and this idiot Girling have lost the argument and will probably lose their jobs soon too."
