She defeated rival Rishi Sunak with 81,326 votes to 60,399 and will take over as prime minister on Tuesday, from Boris Johnson.
It comes as Liz Truss and Rishi Sunak made their final pitches to Tory members at Wembley as the race to replace Boris nears an end.
Mr Johnson was ousted by his own MPs after a slew of scandals and is set to be replaced at No 10 by Liz Truss or Rishi Sunak next week.
Rishi Sunak said he would appoint somebody into the role and "make sure they have the powers and responsibilities to hold people to account.”
The chancellor is believed to be one of the richest politicians in the House of Commons alongside the former chancellor, Rishi Sunak.
It comes as Rishi Sunak peddled another common mistruth during the latest leadership hustings, caught by the eagle-eye of Peter Stefanovic.
Liz Truss has argued that the recession forecast by the Bank of England is “not inevitable”, as she insisted her swift tax cuts are needed rather than Rishi Sunak’s slower approach.
Liz Truss and Rishi Sunak are battling it out to become the next Conservative leader and have both been warned by Kerry.
