The former prime minister has flown back to the UK, with many in his party tipping him to return to power after Liz Truss dramatically quit.
The Tory said: “What I want to do is to let the world know just exactly why Scotland is suffering so much under this incompetent regime at Holyrood."
The SNP leader urged the PM to match the "game-changing" child payment scheme introduced in Scotland.
"When Mrs Sturgeon stands up and says Boris Johnson is the greatest leader this country has ever had, I will start saying nice things about the Scottish Government."
It echoes a trend in Europe, where recent elections show the pendulum could be swinging back towards the left.
All four nations of the UK have seen a huge decrease in applications since Brexit came into force this year, whilst the number of non-EU students accepted to British universities has seen a significant increase.
Alyn Smith MP told the SNP conference there was growing "enthusiasm for independence in Europe".
The deal sees Greens form part of the government for the first time anywhere in the UK.
