It comes as Boris Johnson was handed a legal questionnaire from police investigating allegations of lockdown-breaching parties in Downing Street.
Mark Spencer said in December that "clearly people were having a drink", but "real people" weren't bothered by Partygate.
The picture, obtained by The Mirror, shows the PM with an open bottle of Champagne at a Number 10 Christmas party.
Sir John Curtice said Johnson would find it "very difficult to reverse" his fading fortunes.
"Dr Rosena Allin-Khan tells it like it is. What a star!" wrote one person who watched her comments about the PM's behaviour.
A Lancashire County Councillor said there are "much more important things to worry about".
In the US, Joe Biden's press secretary was asked whether the president has "ever been ambushed by a cake" during a conference.
"People, and I think our constituents, want to see us getting on with the job," the deputy prime minister insisted.
