The former aide said it is "objectively ludicrous" to suggest that Boris Johnson as PM is a "good thing for the country".
Last month it was hinted that the prime minister's former aide could join Labour if the right opportunity arose.
The fee meant people who have been living in the UK but have been forced to apply for the EU Settlement Scheme if they want to remain here after Brexit faced charges of just over £10 for 15 minutes.
