The prime minister has promised to set out his position when MPs return to Westminster on Tuesday.
The scheme would be a “bureaucratic nightmare” costing hundreds of millions of pounds, saying the money should go towards the cost-of-living crisis.
"We’re sending people who try to seek a safe life here in the UK to Rwanda? Is that what we’re doing? Lower than low we are at the top!," Gary Neville said.
