MPs will cast their initial vote on the PM’s Withdrawal Agreement Bill (WAB) before being asked to back his accelerated timetable to hurry the legislation through Parliament.
Johnson’s deal is a gift to Scottish nationalists. It shows that is possible for the UK, or parts of it, to remain in the EU regulatory framework after Brexit.
The UK Cabinet minister appeared via video link from Westminster at the Finance and Constitution Committee at Holyrood.

The speaker blocked the attempt to allow MPs the debate on Monday because of parliamentary rules.
