Just Stop Oil protesters have been arrested for failing to move out of the road in Parliament Square in their latest slow march.
The driver had told police that he needed to attend a hospital appointment, but the activist said they didn't consider that an emergency.
Cdr Karen Findlay of the Met Police's major operations team said the gardens had been "criminally damaged".
"The world signed an agreement to reduce greenhouse gasses and 70 per cent of the countries have not lived up to their promise."
"Some violence is obvious, and some is hidden", the campaign group tweeted alongside the disturbing footage.
The incident occurred on Holloway Road in north London.
A 30-year-old man and a 52-year-old woman were arrested on suspicion of criminal damage and are in police custody.
