Peter Bone shouted "object" in Parliament when it was read out by the then deputy speaker Lindsay Hoyle, stopping the bill in its course.
He faces a six-week suspension from the Commons following a report by Parliament’s Independent Expert Panel.
The finding by Parliament’s Independent Expert Panel said he ‘committed many varied acts of bullying and one act of sexual misconduct’.
