Labour’s commission on the UK’s future, led by Gordon Brown, set out a series of plans to shake up the way the country works.
The former prime minister wants to get the rich to donate their £150 Council Tax rebates to help those suffering.
"If Labour pledge to abolish Lords and replace with a house that favours regions and nations they will sweep to power", David Yelland said.
Brown said "crises don't take holidays" - while both Keir Starmer and Boris Johnson are on holiday.
The former PM said if an agreement is not drawn up by Johnson, Sunak and Truss, then “parliament should be recalled to force them to do so”.
"He is like some illegal settler in the Sinai desert, lashing himself to the radiator", he said.
"There is hardship and they don't hear. There is suffering and they don't see. There is pain and they walk on by."
Brown said the failure to deliver vaccines to poor countries is "the biggest international public policy failure of our times”.
