The Cabinet minister was speaking at the Convention of the North in Manchester.

The former health secretary argued that the NHS system of rationing by queues must be replaced by fees.
“As you can see, if you look at the average there, it’s pretty dramatic in terms of the drop in funding", the Question Time host said.
Simon Clarke, Liz Truss’s levelling up secretary, said in a radio interview the debate over nurses’ pay has ‘got way out of hand’.
"This is funny and strangely enjoyable, but…it’s the simplicity of the demolition that is so frightening", Dom Joly said.
