Ministers are set to beef up patrol powers by bringing in legislation to allow the Navy to board foreign vessels and arrest fishermen if there is no agreement, in scenes reminiscent of the 1970s Cod Wars.
It comes as Chancellor Rishi Sunak imposed a pay cap for millions of public sector workers because of the financial turmoil.
The pay-out also came weeks before grocery demand soared due to customer stockpiling as coronavirus cases started to sharply rise across the UK.
